比哈尔邦政府,India will soon require that dealers sell a government certified helmet to customers with the sale of all two-wheeled motorized vehicles.   Effective January 1,2019年,摩托罗拉的所有经销商将被要求向在其经销商处购买摩托车两轮车的客户销售印度标准局(BIS)认证的头盔。

The customer must pay the additional cost for the helmet at the time of purchase.  If a customer already has a certified helmet,他们必须向经销商提交一张他们戴着经批准的头盔的照片。

该规定源自《中央机动车辆规例》的规定,1989 and the orders of the Supreme Court's committee on road safety.  To ensure compliance, the state government has provided letters to all District Magistrates (DMs),Superintendents of Police (SPs) and District Transport Officers (DTOs).  The letter directs them to enforce the rule and organize teams for inspection of dealer's showrooms and ensure that no two-wheeled vehicle is sold without a helmet in the possession of the buyer.

《印度时报》援引印度交通部长阿格拉瓦尔的话说Hindustantimes说:

“它关注的是,比哈尔邦每年约有5000人死于交通事故,至少50%是骑自行车的人或两轮车的人,他们死亡的原因是他们没有戴头盔。”

阿格拉瓦尔还说:

尽管巴特那的摩托车手大多遵守安全规则,戴头盔,其他大多数地区的人几乎不关心它。甚至在巴特那的农村地区,摩托车手和踏板车手还没有养成戴头盔的习惯。
